Annual report soil and groundwater pollution remediation
Introduction
Taiwan's Soil and Groundwater Pollution Remediation Act was promulgated and implemented in February 1990, establishing the legal basis for domestic soil and groundwater pollution remediation efforts and providing clear implementation standards for the treatment of contaminated sites. Pursuant to this Act, the Soil and Groundwater Pollution Remediation Fund Management Board was established on November 13, 2001. To date, the Committee has completed the development of relevant sub-laws under the Soil and Groundwater Pollution Remediation Act, established a remediation fee collection system, and promoted the improvement and control of contaminated sites. During this period, the Committee conducted a nationwide survey of heavy metal contamination in agricultural soils, established methods for identifying contaminated agricultural sites and emergency response procedures, and conducted pollution potential surveys of gas stations and large storage tanks older than ten years. The Committee implemented necessary response measures and mitigated pollution hazards. These findings serve as a reference for other pollution remediation efforts.
Each annual report compiles the achievements of the Soil and Groundwater Pollution Remediation Fund Management Board since its establishment. It summarizes investigation methods, findings, and remediation work related to site verification, notification, and cleanup. It provides a statistical analyses of site investigation data, presenting results of each investigation stage by year and by county or city. It also explains the status of notification and remediation work for Control Sites and outlines a vision for future remediation efforts. This report presents the progress of soil and groundwater remediation efforts in Taiwan and highlights the outcomes achieved. This information can serve as a reference for subsequent investigations and regulatory actions by competent authorities at all levels, aiming to prevent soil and groundwater pollution, ensure sustainable land use, and protect public health.
